dc.description.abstractAn extension of the project Ho Chi Minh City Environmental Improvement Project; Air Quality Monitoring Component, Reference Laboratory and Training (HEIA-R) was signed in November 2004. The project is supported by NORAD. This report describes the first phase of the planing phase for design and installation of a calibration and reference laboratory at HEPA in HCMC. During the first phase of the HEIA project HEPA experts have received training to operate the measurements as well as the air quality management system. However, experience has shown that much more training is needed to keep up an adequate quality in all parts of the programme.
