The report describes a model for the dispersion of heavy and cold gas clouds in the atmosphere, where the essential state variables are described as simple as possible. The results do not depend critically upon uncerntaincies about numerical coefficients. Potential hazard distances are predicted to vary significantly with the state of the underlying surface and atmosphere.
